The family of Kalibe Combs, a 23-year-old Road Ranger, is remembering him as a loving caretaker and calling for changes they hope will better protect roadside workers. Combs died early Sunday after he was struck on northbound Interstate 95 near Lantana Road while working at an existing crash investigation, according to the Florida Highway Patrol.
