Voters in Florida’s 28th Congressional District are choosing between Republican U.S. Rep. Carlos Giménez and Democrat Phil Ehr in a rematch. Giménez won the 2024 race by nearly 30 percentage points, taking 64.6% of the vote. Election Day is Nov. 3. No-party candidate Eddy Rojas is also on the ballot.
The district covers southern Miami-Dade, including Homestead, Florida City, South Miami, Sweetwater, Kendall, Goulds, the Hammocks and Westchester, along with the Florida Keys in Monroe County. Republicans make up 41% of registered voters, according to the Division of Elections. Third-party and no-party voters account for 33%, and Democrats for 26%. Under boundaries adopted in this year’s mid-decade redistricting, Trump carried the area by more than 25 points, according to MCI Maps.
Ehr, a retired Navy commander, is counting on frustration with President Donald Trump, better name recognition and stronger voter outreach. He needs crossover support to close a wide gap.
Giménez, 72, is seeking a fourth term. He chairs a House Homeland Security subcommittee and sits on the Armed Services Committee. He has been endorsed by Trump and groups including the U.S. Chamber of Commerce and the National Rifle Association Political Victory Fund. He reported raising more than $723,000 this cycle and spending over $805,000.
His record includes a $6 million federal appropriation for a Sweetwater project after a developer donated $150,000 to his joint fundraising committee, according to a March report by Florida Bulldog. He also drew criticism last year for saying Americans were “over the Epstein case,” though he later voted for the Epstein Files Transparency Act.
Ehr, 66, is making his first run for elected office. He raised about $300,000 from outside contributions and loaned his campaign $210,000. Persistent reporting errors have obscured his spending, which his campaign blamed on software problems and the departure of his treasurer.
