Boca Raton’s city council will take up a resolution on Oct. 27 that would appoint Chief Financial Officer James Zervis as interim city manager, effective Oct. 28.

City Manager Mark Sohaney, a retired U.S. Navy commander, resigned Oct. 16 to take a new military-related post. The University of Maryland Global Campus announced on Oct. 19 that it had named Sohaney senior vice president of Global Military Operations, effective Nov. 30.

Resolution No. 140-2026 says Sohaney will be temporarily absent from active service beginning at 12 a.m. Oct. 28, and that he will remain available in an advisory role until his resignation takes effect Nov. 11. Under Section 4.03 of the City Charter, he is designating Zervis, who is also the deputy city manager, to exercise the powers and duties of the city manager during that period.

The item is not on the posted agenda, but some observers expect the council to decline a new national search and make Zervis’s appointment permanent. Residents who want to follow the transition can watch the Oct. 27 meeting, when the council is expected to act on the resolution.
