A 48-year-old Hollywood woman was arrested Thursday after Hollywood police accused her of taking more than $170,000 from her mother’s retirement account, along with Social Security Administration payments and check transfers.

According to a Hollywood Police Department arrest affidavit, the victim reported her suspicions about her daughter, Toborshia Katrina Carter, to police in March 2025. Investigators allege Carter moved money out of her mother’s Fidelity investment account into other financial accounts, then into accounts tied to Carter. Detectives reviewed bank records, Wells Fargo accounts and other financial records showing numerous transfers, and they also looked at social media information.

In June 2025, Carter told investigators that her mother had approved the transfers and that some of the money went toward bills. The victim told authorities she never gave her daughter permission to move money out of her accounts.

Carter was booked into the Broward County Main Jail. She faces charges of financial exploitation of an elderly person or disabled adult and grand theft. As of Friday morning, she remained jailed on a $30,000 bond.
